Saudi Arabia Set to Welcome 2,400 Millionaires in 2025, Fastest Growth Globally 💼

Saudi Arabia is expected to attract 2,400 high-net-worth individuals (HNWIs) in 2025 — a stunning eightfold rise from the 300 millionaires who relocated in 2024 — making it the world’s fastest climber in Henley & Partners’ Private Wealth Migration Report 2025.

The surge positions Saudi Arabia as a key wealth hub, driven by Vision 2030 reforms, pro-business policies, and mega projects like NEOM. The Kingdom’s tax incentives, residency programs, and diversified investment opportunities are drawing both returning nationals and international investors, especially to Riyadh and Jeddah.

Regionally, the UAE leads with a forecasted 9,800 millionaire arrivals, followed by the US (7,500). Switzerland and Italy are also set to gain 3,000 and 3,600 millionaires, respectively.

In contrast, the UK faces a record net outflow of 16,500 millionaires in 2025, spurred by tax hikes and stricter non-dom rules — reversing its traditional role as a magnet for global wealth.

Henley CEO Juerg Steffen called 2025 a “pivotal moment,” highlighting that many wealthy individuals now see “greater opportunity, freedom, and stability” elsewhere.
